Quick headlights question

Hi all,
Could someone tell me what could be the "regular" height between ground and the bottom of headlights?
A minimal height of 15 inches is a pre requisite from local DMV here.

Raise your suspension running height for the inspection
Say it is to allow the car to traverse speed humps and driveway entrance.

Make sure you adjust the rear suspension too or your lights will be way out of alinement

Here in Manitoba the headlights measured from the ground to the centre of the beam can be no less than 560mm or 22 inches.

The front parking lamps can be no less than 380mm or 15 inches.

The rear brake lights can be no less than 380mm or 15 inches.

Turn signal lights both front and rear must be no less than 380mm or 15 inches.

Manitoba usually follows DOT standards. Francois I would double check that headlight standard again with DMV in Quebec to make sure they weren't confused with the park , brake and turn lights.
