Does anyone have the dimensions of the panel that the upper "A arm" mounts to or a picture of it without the upper " a arm " mounts in place? This is for the front right or left side.

Look at Grab Cad, 170 or so drawings there to use. Its not only one drawing, but many that make up the front panels. Many of us on here spend countless of hours studying the drawings, trying to make sense of the construction and build our monocoques.
Give it a go with the drawings thats available online.

Brian: Yes I have the cad drawings, it is missing the seat rear fire wall with dimension drawings and the front "a arm" panel drawing. With the help of "Screen ruler" it helps to calculate missing dimensions. Front a arm If you at the upper foot box area "spare tire" picture there is a string of spot welds parallel to the upper A arm bolt what are the spot welds holding??

Doc: The panel behind the upper control arm mount where the front a arm / shock bolt is shown I believe it is part # GT40p/ 2137-8 am I correct in my thinking?
Yes. 2123-4 , 2125-6 , 2133-4 , 2135-6 are welded to 2137-8.

If you draw everything that is available in cad that plate is basically a matter of filling in a hole
